| Abstract: Fraud is an issue of the utmost importance for every organization, public or private, and company. Fraud in the construction, engineering and infrastructure sectors and especially in technical projects of the public sector is very crucial since it affects both the individuals and entities involved and society as a whole. This paper focuses on fraud by investigating the causes behind the appearance of fraud phenomena. Emphasis is given in the area of technical projects. In this context, a new reference model is developed, based on the existing theoretical model of the triangle of fraud, which explores the conditions that lead to the emergence of fraudulent acts in countries such as Greece experiencing intense economic and social crisis. From the limited analysis taking place in the current study it is evident that we should not ignore the influence of economic and social crises when we try to analyze fraud and corruption phenomena and in fact we could add these conditions as a separate extra fourth element to the existing fraud triangle mode. |
